AIX 6.1 is out.  On top of ebay, you can order media kits from IBM.

I think you can get away without a fresh install.  I'm not sure if you 
can do it without media.  You might be able to do it booting it off of 
standalone diagnostics, which are downloadable in the form of an .iso file.

That machine's new enough the it shouldn't be much of a problem.  The 
older machines definitely are unworkable without the key.
