This line telegraphed the rest of the tirade, at least for me.

His "me" page, which is referenced in the auction, says very clearly 
"Paypal and Bidpay payments can only ship to confirmed address (no exceptions)"

It looks like "confirmed" is linked to credit card, "verified" is linked
to bank account. 

It also looks like you have a verified premier account. Where's the beef?

I don't think a seller can change it per transaction... there is a setting
in the "Payment Receiving Preferences" section for all transactions.

If you have a confirmed address but your paypal account isn't verified,
you might have a beef. I run into the other way around from time, but
rarely confirmed-but-not-verified.

In any event, what rescue was involved? :)
