The 4-core SMT4 POWER9 processors are comparable to the top-range Intel
Core i7 CPUs in TDP.  The 8-core SMT4 units are a little less than double
that.

You'd need a different bracket and interface to secure the cooling loop,
but the sheer amount of heat won't be a problem in this age of 300 watt
graphics cards.
