Likely just proprietary enough to be annoying.

Dell Custom-designed the chassis and MB, while it would be nice if they stuck
to industry-standards, I doubt they did.

You should be able to find an EATX board template and confirm measurements
easily enough, and I suspect the power supply lead can easily be re-wired, if
there's an issue, as long as all ATX signals/feeds are there.
