SuperMicro makes a small server chassis CSE-731 that has a 'swing out'  
HD cage and a quiet 300 watt 80 Plus power supply that is about  
$100US. It is mATX, and PS is standard size. It includes a 90 mm PWM  
exhaust fan and room for an 80 mm front panel fan...
