No.

Many games are not written for a specific platform. They are written for
a specific ENGINE, which interprets the game. For example, look at the
earlier DOOM games as they played using the original engine and on newer
DOOM engines (e.g. EDGE) created by third parties after the engine
design was released to the public.

An example would be the Microsoft Combat Flight Simulators. CFS3 has
a fan written add on that simulates the Korean war. It uses the same
engine as CFS3 and has all the limitations and inaccuracies of it.

If someone were to take the same game and modify it to work on a newer
engine, such as FS 10, then the game play would be different, but the
game would be the same. 

Properly written games and properly written engines can therefore vary
significantly based upon the hardware they run.  

While most game developers use their own proprietary engines, there
are many ones available for free and purchase. Some of them are
more sucessful than others. Some are designed for performance,
some are designed for cross platform compatability.
