That's my point exactly. They are saying that they can limit the email
you can send to their customers. Not that bad, but:

1. It was implemented without warning, early Sunday morning.

2. The department the unblocks it seems to be open M-F during the day.

3. There is no "email sender form", there is an ISP form and a customer
   form. If you are guy with a domain name and send email to a few friends
   and relatives, you have to get your ISP, or try anyway (which I did)
   to get it unblocked. 

4. You have to specify the IP addresses of your mail servers. I put in a 
   masked value, but they did not ask for it. If you add or change your
   mail servers, you need to contact them.

5. How long before it will require a processing fee? Or a monthly fee?

6. Will your ISP charge a processing fee? Do they have to do this for
   every domain they host?

IMHO it was poorly implemented, poorly done, and definitely a CLM on the
part of whoever did it. It would not surprise me if someone gets the idea
that they were "damaged" by loosing contact with their friends, relatives,
or customers and starts a class action suit.
