yupper.

case in point: a few years ago verizon was whining to our state
regulators about how painfully expensive and unprofitable it was to
provide the mandated access to competitors for their local loops.  but
at the same time, they were boasting to stockholders that their
wireline business had a 50% profit margin.  hell, they're still
charging us for touch-tone service...
