I've certainly never heard of that for cars, but there are two shops here in
town that will let you do that on your bicycle.  One of them is nice, and
has good quality tools, friendly shop folks who know what they're doing, and
decent quality replacement parts.  The other one has the most worn out tools
you can imagine (I couldn't find a single pair of needle nose pliers that
had tips that came together), and unfriendly shop folks who may or may not
know what they're doing.  Don't know about their replacement parts, I didn't
stay that long.
