There used to be a newsletter published by itworld.com
and Sandra Henry-Stocker called "UNIX SYSTEM
ADMINISTRATION".  I remember last year there was an
article on ftp-only accounts, which might have
described pretty much what you are trying to
accomplish.  

Search the www.itworld.com/newsletters archives and
see if you can find a back issue - if not contact me
off list and I see if I have it...
