Maybe, you should then rewire the acutal power distribution box in the
rack with does the routing between the power input and the two psu's. i
think a lot of people hacked VAXen powersupplies to get them to work at
home.

What I mean 20Amp over the actual circuit of the house (which is not the
same as what it comes into the house, I am pretty sure that 30/40A is what
comes into ones house, but that is what the box is for... a distribuitor),
however if you want to combine these then you may get those 20+A as long
as you are careful about which type of wire, and how you do the wiring...
