Cellular, I don't know.  But for VoI, this is not necessarily true.

The VoI provider I work for, for example, compresses only in that it
uses u-law range compression, and faxing over it works great provided
there is no RTP data packet loss - that is, when there are problems,
it's not that little bit of compression that's behind them.
