The FAX codec is called T.38 .  It does work, but, each VOIP provider between you and your recipient has to support it.

Traditional phone lines are very predictable in terms of latency; VOIP can have more skew or slop or jitter, whatever you want to call it.  This works fine for voice but not fax. T.38 will fix it, but some providers don't bother.
