I believe you'll find that the GUI utility you mention only works on
some versions of Windows.  At the time I went to research how to do it
on Windows 2000, there was a GUI utility to do it on Windows 95/98/ME,
but that utility did not work (as the knowledgebase article documented)
on Windows 2000, which performed key remapping via an entirely different
mechanism and on which the only recourse was to frob the registry.
