definitely true in the '70s, and the major reason for the infamous air
pumps - simply -dilute- the poisons until they sank below the ppm
limit in a larger volume.

and they actually used to tune the cars rich to make the early cats
et al work better!  that increases consumption.  this reduces
pollution?
