Some changes were integrated as part of the changes to address bug, 4306880.
These changes modified the default behavior of the NFS client by causing
the kernel RPC to not bind to a reserved port number.  Previously, the kernel
RPC always bound transport endpoints to reserved ports.

Using /etc/system to set the global variables, clnt_cots_do_bindresvport
and clnt_clts_do_bindresvport, to 1.
