Veering OT :

There are two main reasons for this. One is the "Reply to messages in the
format they were sent" option, if the message you're replying to is HTML
then this is what Outlook will send unless you uncheck that option.

The other possibility is that your Exchange server is helping you to
out-grow your silly non-MS ways by kindly HTMLising your mail for you.

Print that out a couple of times, roll the sheets up into a tube and smack
your Exchange admin on the nose with them, saying "Bad sysadmin! No!" in a
firm voice. :)
