Ok
Telnet localhost dosent work too
it gives same error " Connection closed by foreign host"
same with telnet host 23

Does that mean telnet port is not open. How should i open it.
I mean inetd.conf is the following (Dosent that mean telnet is open)
#
ftp stream tcp6 nowait root /usr/sbin/in.ftpd in.ftpd
telnet stream tcp6 nowait root /usr/sbin/in.telnetd in.telnet=
d
#
# Tnamed serves the obsolete IEN-116 name server protocol.
#
name dgram udp wait root /usr/sbin/in.tnamed in.tnamed
#
# Shell, login, exec, comsat and talk are BSD protocols.
#
shell stream tcp nowait root /usr/sbin/in.rshd in.rshd
shell stream tcp6 nowait root /usr/sbin/in.rshd in.rshd
login stream tcp6 nowait root /usr/sbin/in.rlogind in.rlogin=
d
exec stream tcp nowait root /usr/sbin/in.rexecd in.rexecd
exec stream tcp6 nowait root /usr/sbin/in.rexecd in.rexecd

try telnet localhost
or telnet 127.0.0.1
if you succeed there is something wrong with users account... if not chec=
k
inetd.oonf
telnet port may not be open

another way is portscanning the box

if the port is open, try to change your user's shell to bash
it works

check /etc/inetd.conf file
see that in.telnetd line is not remarked
  unremark it and restart /etc/init.d/inetsvc
