[SunHELP] Telnet Shell

Hi,
Does anyone know a good way to have tn-gw from FWTK launch when a user
logs in?  I tried to write a perl script with expect that you take in an
argument ($host) and then launch `telnet $host'.  I set the users shell
to this perl script and it works ok...they login with ssh then are asked
where they want to connect..then the telnet server answers and I can
type in a username but the password prompt never comes up and then I get
disconnected.  So I thought about the tn-gw.  The whole point of this is
so a user does NOT have a shell when they login but there are a number
of possible hosts that they need to connect to.  My final option will be
setting their shell to /bin/telnet.  Any ideas?
