I could be mistaken, but it seems to me that new drives might very well
use less power.

I doubt that case size makes any difference.  A new PSU could make a
difference, if you bought a high efficiency model.

Anyway, have you looked at any of the various off the self linux NAS
devices?  There are several fairly affordable models that shouldn't take
much power, and should support GigE nicely.  Presumably some of them
officially support installable software, but most of them are pretty
trivial to get root on to add your own stuff to them.
