I use Fink and DarwinPorts. Darwin Ports is supposedly "better" and  
less buggy, but I haven't had any problems with either one. They both  
have packages that the other does not. If you're going to spend time  
on it in Terminal, you'll probably want one of the two.

The other thing to note is that a lot of stuff normally configured  
in /etc is inside NetInfo. /etc/passwd, for example, does exist but  
only matters when booting to single user mode. useradd and such do  
not come with Mac OS X, but you are expected to use netinfo.  
(Alternatively, you can use fink, which has packages useradd and  
friends, which use the NetInfo APIs.)

As always, the Rosetta Stone for Unix[0] is invaluable for "Yargh  
where does Mac OS X do $foo ?"
