I thought that all you had to do was download the zone file, compile it
and create a symlink to the correct place. 

I know under Linux it was confusing, because some distros linked to the
zone file from /etc/localtime, while others actualy had the zone file as
/etc/localtime. However it was very straight forward under Solaris.

Or is it just that sysadmins these days can't follow a 5 step procedure?

I had to do it twice a year, because DST started and ended based upon
the lunar calendar.
