Hold on, it's 4 IRQ's per PCI bus. If you have 2 independent PCI busses 
in a server, it can be 8 IRQ's if IOAPIC is used (in PC architecture) 
and so on. With PCI-X and PCI-E Message Signalled Interrupts (MSI), each 
device can generate any number of different IRQ's and they don't have to 
be shared (no point in sharing them).
