Yes, you can feed 24bit color to an LCD panel and it will accept the signal and give you nice pretty colors.

But, if you feed it 

RGB 90,202,90

and then beside it put

RGB 90,200,90

Will the LCD truly display two different colors (in varying the intensity of the r,g,b pixels).

Many LCD panels only give you 6bits of color for each channel .

Looking closely on a quality CRT monitor you should be able to see the difference between the two; but on an LCD with 18bits color you would not.
