I have the exact same unit currently in operation on a 15A breaker. If i 
rember right there is a little chart on the back that tells you what 
service it needs at a few levels of operation.

There is absolutly no problem with running one on a smaller breaker, as 
log as the wiring in the house is rated for the breaker that the circut 
is powered by.
