"in its entirety or of a substansial portion thereof".  They dont want 
their WHOIS database shopped to spammers.

Then they shouldn't list it for anyone who can run WHOIS.

DOTSTER (my registrar) kept sending me "renewal" notices for a domain that
I'd transferred to someone else and then they'd moved it to NetSol.
