In France there was a huge scandal when it turned out that the main
funding for the Socialist Party and for Mitterand was through a firm
called Urba that skimmed from builders who built government buildings.
I know the unions fit in there somewhere as well but don't quite
recall how.

If you read up on it, it was quite ingenious for such a corrupt
scheme.
