-10% + 150% for electrolytic capacitors since minimum capacitance is
of importance for the normal use of electrolytic caps. Others vary with
type and usage to some precision caps having 1% tolerance.

As to sources for 600V caps, check Richardson Electronics; RF Parts;

I have not used the last two.
