   I've successfully booted NetBSD/vax 1.6 from a CD-R burned from the 
ISO image on ftp.netbsd.org.  Given what you said above, I'd suspect 
your CDROM drive as being incorrectly configured or otherwise wonky.  
If it's convenient to set up mopd somewhere, I'd try to netboot it via 
MOP, or get a different (preferably DEC) CDROM drive.
