I think that is outside the realm of a Govener - that is a
legislative/federal issue, AFAIK...

I think (not a student of politics) that some of the more successful
Goveners in CA have been men that surrounded themselves with good
people... To rely on one man (or woman) to have all the right answers
to everything is, well, not too practical - IMHO.
