One simple way would be via tax returns, or lack of same. Simply put, 
on last years tax return (2002) the majority of my income was from 
unemployment benefits. So far this year I have 0 income, so probably 
won't even file a tax return this year (unless I'm luck enough to get a 
job), so simple logic would show that if I don't file a return that I'm 
probably still unemployed. How hard is it for them to figure that out?
