Well, a google search for "openbsd mkisofs" brought me
http://www.shockley.net/obsd-bootcd.asp which may hint enough at building
the CD entirely under Windows. It appears mkisofs and cdrecord both exist
on Windows (you may have to google for them).

Another instruction is at the beginning of
http://uberh4x0r.org/download/derek/OpenBSD-Firewall.pdf and there might
be other useful information in there as well.

Same way as if Theo DeRaadt put the files from the sparc directory in the
ISO's 3.0/sparc directory. :) 

You specify a boot device and a boot file to get it to boot from that
file. Check out the INSTALL.sparc file in 3.0/sparc/ for details. Here's a
pertinent extract (you will probably want the last command):

	Booting from CD-ROM installation media:

        > b sd(,30,0)3.0/sparc/bsd.rd           # for Sun4 monitors*
                                                # (not working currently)
        ok boot sd(,6,0)3.0/sparc/bsd.rd        # for version 1 OpenBOOT ROMs
        ok boot cdrom 3.0/sparc/bsd.rd  # for version 2 OpenBOOT ROMs
