 It's called FLOURINERT and is made/patented by 3M.

 Last price I heard was $80/l for a grade which you could dip a MB into. It's 
probably cheaper to use de-ionised water or mineral oil as suggested on another 
page. I know that for laser cooling (kV's) they use DI water, so it's probably 
OK to put in your pc. Although I'd guess that DI water will slowly deteriorate 
when it's inside a PC case and not in a sealed circuit as with those lasers.

EUR 252.46/kg, don't know what a gallon would cost.. And there are also several 
grades of fluorinert, some of which are cheaper/more expensive.
