In 1886 Athur Balfour was appointed Chief Secretary for Ireland by
his uncle, Prime Minister Lord Robert, Marquis of Salisbury.
Uncle Bob had previously appointed him President of the Local Government
Board and Secretary for Scotland.

So the joke was that you could get any job that you wanted as quickly
as saying "Bob's my uncle", refering to Balfour.

Balfour later became Prime Minister, but AFIK, no one was able to get
promoted as quickly by saying "Art's my uncle". :-)

Geoff.
