If you have patience and a watchfull eye, you will every now and then
see MPEG(2) capture cards on ebay (I saw a 4 chanel card that is
supported under linux close for $150 once).  Some of these cards will
also work under other operating systems.

I don't know what to say about the satellite.  Ideally you would grab
and transcode the mpeg2 stream, but I've never heard of anyone being
able to do that.  Grabbing and transcoding the mpeg2 stream from a DVD
should be easy though.
