ok, the 8 IPs thing is really throwing me for a loop.  but maybe this will
work:

pick the first two IPs from the pool for hme0 and the ISDN thinger.  set the
netmask to 255.255.255.252 then put the rest of the IPs on the fibre and use a
netmask of 255.255.255.248

i *think* that will work.
