The short answer is yes.

it's not something you pop off in a quick email- performance tuning is a bit more in depth, but yeah. 2 cpu's > 1.

you can bind anything to one cpu and adjust interrupts- if it's a solid server box without major cpu load, for example, you could tie all tcp/ip to cpu1....
