  Actually that is the basis of NJ's scanner law.  You 
can have a scanner in the car and listen in as long as 
you are not using it to break the law.  The old law was 
even more ridiculous.  Having a scanner in your car was 
a violation, even if it is in the box in the trunk as 
you are bringing it home from Radio Shack!  Most 2 meter 
ham gear also became illegal since it could tune out of 
band (and they did not want to hear about a Federal 
license).  The original law was that it was illegal to 
INSTALL shortwave radios in your car.  This was from 
early last millenium when the police band was just above 
the AM broadcast band.
