Not necessarily ... you could just put everybody in one big happy VLAN.
Then you could do it with a cheapo 25xx-series with a half-duplex LANCE
interface. Those things are what ... $1K nowadays?

I've seen this in live networks -- *shudder*. Incompetence at its best....
