Same reason Suns ship without "country kits" - then
they only have to inventory one part, no matter the
local power...

Also, similar to the old Apple II and TI PCs from the
late 70's that shipped without RF modulators - by not
including them in the box, the FCC wasn't involved in
the certification of the PC. TI, IIRC, had some big
problem with either RF modulators or power supplies
that maybe one of the major causes TI was a marginal
player (product release delayed due to PS problems,
IIRC)...
