[SunRescue] SS1+ no LED activity

Is my SS1+ DOA? HELP PLEASE!!!

I salvaged a SPARCstation 1+ which I have since spent ~$100 US
to replace missing parts. Much more if the monitor is included.
Problem is: When powered up, key board LEDs light, I hear a beep,
and the monitor makes all the right faint noises, but the screen 
stays black. The 3 LEDs on the main board stay unlit. 

I have 4x Sun 4mb simms in what I am pretty sure are the right slots:
bank 0 (both collumns, row closest to Sbus slots, both collumns,
4th row from scsi connectors)

I have a new NVRAM (yes, I put it in the right way), both the LSI
and Weitek PGA processor chips are in place (no visible bent leads.

Sniff test is negative(no abnormal hot plastic smell), no discoloration,
obvious physical damage: everything seems to be like-new, except for 
a little dust. 

I have a Fujitsu 500mb scsi disk set on id 3 connected to
the scsi connector farthest from the power supply. Nothing is
connected to the other scsi connector.

I have a floppy, but I haven't put come up with a power or data
cable for it. (The original wiring harness for the fan and floppy
power is gone. I have an old-style (dual slot) cgsix frame buffer 
in slot 2 and 3. No load board is present. Slot 1 is empty.

When I power it up, a red light goes on in the power supply. When
I stick a DVM (Fluke model 29, so I'm pretty sure it's accurate)
on the power supply leads(PS removed from system box)  the red 5v leads
show 5.02v, but the blue 12v leads seem to show about ~1.3v (the brown 
-12v leads are -1.3v) Is that what it should be with no load? 

Summary: no LEDs light up on main board. Only extra loads are hard disk
and frame buffer (no FDD), red led is on inside power supply when hooked
up to main board. 
 
Question: Is 1x ~1995 vintage scsi drive enough load to have power
supply work properly, or does it look like the main board is dead?
