Yes, obviously the politicians.

The bankers are mostly honest about how much they get, but the
politician says he only gets a little money, but then he accepts a free
vacation home, a free remodel of the vacation home, somehow his
nephew gets a 4 million no-bid cost plus contract, and when he retires
he gets a "consulting" position (with stock and many perks) with a
company that he gave very large earmarks to.

The investment banker might make more, but the politician is still often
less honest.
