That sounds a great deal like an entrenched bureaucracy rather than
just government. Governments are particularly prone to such because
they build up over time ... how many corporations are older than the US
government ? Or the UK government ? But corporations build up
bureaucracies over time too.

And I'm not sure how government employee and maximum pay fits together
unless the US government is _very_ different to the UK one. Although
I'm not strictly a government employee (I'm in .ac.uk), the pay scales
are similar and not spectacularly generous - a recent refugee from
contracting is on about 1/5 of what he was on "outside".
