I'm curious, do you have any experience whatsoever inside the government?  I've
got about 10 years, and every one of them increased my contempt for all things
US Government (civilian side, I have minimal experience with the military side,
and understand things are "Better", FWIW).  The level of waste and corruption
boggles the mind.  I could spend days telling various stories that you would
never believe.
When I tell people about the lady who came to work, and every
day drank at her desk from a clear bottle that smelled of alchol they don't
believe me.
When I tell people about the pair of Cisco ONS 14454s laying in a storage
closet because "it would be embarrassing to return them" they think I'm making
it up.
When I talk about the *three* top end SANs in a fairly small data center, none
of which were in any real use (IBM DS8100, HDS USP and something else, which
I've forgotten the details of) they think I must be joking.
And this is just in the tiny tiny fraction of the US Federal Government I've
seen.  There are a very few things that the government *MUST* do (provide for
the common defense, IMHO police, and I'm willing to accept education).  Allowing
them to do anything else is the height of stupidity.
If you'd like to take this offline I'll provide you more detailed examples, and
a bit more history, but pretty much, when you hear "US Government" think "total
and utter incompetence with malice".
