You might want to read some easily available history on the subject ...
it wasn't that simple. The US Navy weren't the first to try suppressing
the Barbary pirates and they weren't the last. The pirates were
effectively finished after France invaded the country in 1830.

The US also wasn't entirely innocent of paying danegeld either.
