While it won't solve your particular problem (you'll have to copy the
file locally first) Windows does have a `Run As' option if you right
click on an executable.  It'll then ask you for another user/password
to run it under.  More like su than sudo, but it works.

The option may not be available under some versions of Windows or
under some conditions, but it seems to be there for me anyways.
