I went to an Oracle conference and met some Microsoft guys years ago.

They pretty much said that a lot of things were fixable, if they were  
allowed to implement the fixes.

Some Oracle guys there were beating them up about NTFS, among other  
things.

I think there are some really smart people at Microsoft, but  
management seems to burn them out putting out fires rather than fixing  
things in the foundations.

That's how it looks from the outside anyway.
