that sounds vaguely familiar, but iirc wasn't mandatory.  this time
around i hear the fcc is getting ready to auction off the analog
space, so broadcasters will have to vacate it...

now that would get my interest!

good writing does happen if enough people demand it.  [maybe that
tells you where the average viewer is]  plots for st:tng got better
the second season, after producers asked fans at worldcon what they
thought needed improvement the most.

a little surprising it was even an issue.  iirc a good script cost
$20K, out of an episode budget of $1.5M - barely over 1%.
