Education itself is an unfunded mandate - the state requires it, and contributes in varying amounts to various locations. Trenton has over 60% of it's public education system funded by the state, my district has less than 6% - and to an extent I'm OK with that, but the needs of the most needy children shouldn't be subject to the funding whims of the local school board (of which there are over 600 in NJ - some as small as one school house)...
