Yup, I did this, and finally got a response.

The response, coming from eBay Canada, appears to be willfully
misunderstanding the problem as being a dispute over shipping cost.
They appear to be intentionally failing to grasp the fact that the
seller listed the printer with a $200 opening bid and no reserve, agreed
that shipping it to New Hampshire would not be a problem and provided a
quote for said shipping, then refused to sell the printer for the
opening bid price when it only received one bid (and made up the whole
unconvincing song-and-dance about it having been badly damaged).
